رقمنة الإدارة كآلية لتحسين الخدمة العمومية للمرفق العام

Abstract

لقد ارتبط تطور المرفق العام في الجزائر بتطورات عديدة منها تطور دور الدولة وتطور وظائفها وفي نفس الوقت بتطور حاجات الأفراد، كما تأثر المرفق العام كذلك بطبيعة السياق الذي يعيش فيه ويتفاعل معه، ولعل من أهم التطورات التي نعيشها اليوم هو انتشار التكنولوجيات الحديثة للاتصال مما أدى لظهور ما يعرف بالإدارة الإلكترونية الذي يعتبر مصطلح حديث النشأة والذي يسعى لزيادة كفاءة عمل الإدارة من خلال تعاملها مع المواطنين ومختلف المؤسسات باستخدام تكنولوجيا المعلومات والاتصال بهدف تحقيق الجودة الشاملة بمفهومها الحديث. The development of the General facilty in Algeria has been linked to many developments, including the evolution of the role of the state, the development of its functions and at the same time, the development of the needs of individuals, perhaps one of the most important developments we are experiencing today is the proliferation of modern communication technologies, which has led to the emergence of what is known as e.governance which is a modern term, which seeks to increase the efficiency of the work of the department by dealing with citizens and various institutions using information technology and communication with the goal of achieving universal quality in its modern sense.
